కాలాన్ని నమ్ముకున్న కాంగ్రెస్ – భండారు శ్రీనివాసరావు

ఎన్నికల కోయిల ముందే కూయొచ్చన్న సంకేతాలు ఏకంగా యూపీఏ అధినేత్రి సోనియా గాంధీ నుంచే వెలువడిన నేపధ్యంలో అన్ని రాజకీయ పార్టీలు తమ శ్రేణులను తుది సమరానికి సంసిద్ధులను చేయడంలో నిమగ్నమయ్యాయి. చివరి పోరు  అనడానికి కారణం వుంది. తెలుగుదేశం పార్టీ ఇప్పటికే రెండు దఫాలుగా అధికారానికి దూరంగా వుంది. మూడోసారి కూడా అందలాన్ని అందుకోలేకపోతే మరో అయిదేళ్లపాటు పార్టీ శ్రేణుల్ని కట్టడి చేయడం ఒక ప్రాంతీయ పార్టీకి అలవికి మించిన పని అవుతుంది. పోతే, పాలక పక్షం కాంగ్రెస్ పార్టీని తీసుకుంటే వరసగా మూడో పర్యాయం కూడా ప్రజలు పట్టం కలిగేంత గొప్ప పాలనను అందిస్తున్న దాఖలా అటు కేంద్రంలో కాని ఇటు రాష్ట్రంలో కానీ కానరాని స్తితి.  మరో జాతీయ పార్టీ బీజేపీ పరిస్తితి కూడా ఇలాగే వుంది. కాంగ్రెస్ తప్పిదాలను ఇక ఎంతమాత్రం జీర్ణించుకోలేని వోటర్లు కూడా ఆ పార్టీ పట్ల మొగ్గుచూపడానికి సిద్ధంగా వున్నారని చెప్పడానికి వీలు లేకుండా ఆ పార్టీ ప్రతిష్ట  నానాటికి తీసికట్టు అన్న చందంగా తయారవుతోంది. ఆ పార్టీ జాతీయ అధ్యక్షుడు గడ్కరీ ఉదంతం దీనికి తాజా ఉదాహరణ. పోతే, రాష్ట్రంలో మిగిలిన పార్టీల పరిస్తితి కూడా ఆశాజనకంగా లేదు.  ప్రత్యామ్నాయ శక్తిగా ఎదుగుతున్న వై.ఎస్.ఆర్. పార్టీ అధినాయకుడు జగన్ మోహనరెడ్డి  జైలు నాలుగు గోడల నడుమనే  వుండిపోవడంతో ఆ పార్టీ సైతం నాయకత్వలేమితో కొట్టుమిట్టాడుతోంది. షర్మిల రూపంలో ఎదిగివచ్చిన ప్రత్యామ్నాయం కూడా పాదయాత్రల వరకు పనికిరావొచ్చేమో కాని,  ఎన్నికల సమరంలో  పార్టీని విజయపధంలో నడిపించే దక్షత ఒక్క జగన్ మోహన్ రెడ్డికి మాత్రమే వుందని నమ్మేవారు ఆ పార్టీలోనే  చాలామంది వున్నారు. దర్యాప్తులు, విచారణల పేరుతొ ఒక పక్క సీబీఐ, మరోపక్క ఈడీ,   ఆ పార్టీ నాయకులకు కంటిమీద కునుకు లేకుండా చేస్తున్నాయి. అనేక సమస్యల నడుమ చేస్తున్న వొంటరిపోరాటం మరెంతో కాలం కొనసాగించడం అసాధ్యమని, ఫలితంగా కార్యకర్తలు నిరుత్సాహానికి గురయి అయోమయంలో పడే అవకాశాలు ఎక్కువనే అభిప్రాయం వినబడుతోంది. కాలం గడిచేకొద్దీ, అనేక కొత్త సమస్యలు ఆ కొత్త పార్టీని పట్టి పీడించే అవకాశాలు లేకపోలేదు. వీటి ప్రభావం ఆ పార్టీ విజయావకాశాలను ఏదో ఒక మేరకు దెబ్బతీసే ప్రమాదం కూడా వుంది. ప్రస్తుత పాలకపక్షం కాంగ్రెస్ నిష్క్రియాపరత్వం, దాన్ని సరిగ్గా  అంది పుచ్చుకుని రాజకీయ లబ్ధిని పొందడంలో ప్రధాన ప్రతిపక్షం తెలుగుదేశం వైఫల్యం, వామపక్షాలతో సహా అన్ని పార్టీలు ప్రజాసమస్యల పట్ల అంటీముట్టనట్టు వుండడం ఇవన్నీ పాలకపక్షానికి  కలసివచ్చే అంశాలే. అయినా కానీ,  కాంగ్రెస్ పార్టీ రాష్ట్ర నాయకత్వం ‘కాలమే అన్ని సమస్యలకు పరిష్కారం చూపగలద’న్న పద్ధతిలో కాలం గడుపుతోంది. ప్రతి రోజూ పత్రికల్లో ఆ పార్టీలో పెచ్చరిల్లుతున్న లులుకల గురించిన  కధనాలే. నాయకుల నడుమ పెరిగిపోతున్న పొరపొచ్చాలు గురించిన వూహాగానాలే.  ముఖ్యమంత్రికీ, మంత్రులకు పడదు. మంత్రులకూ  మంత్రులకు పొసగదు. ముఖ్యమంత్రికీ, ఉపముఖ్యమంత్రికి కుదరదు. పీసీసీ అధ్యక్షుడి సంగతి సరేసరి. ముఖ్యమంత్రి మెదక్ జిల్లాలో ఇందిరమ్మ బాట ప్రోగ్రాం పెట్టుకుని పోదామనుకుంటే, అదే జిల్లాకు చెందిన ఉప ముఖ్యమంత్రి రానని మొరాయింపు. ముఖ్యమంత్రే స్వయంగా ఫోను చేసినా డిప్యూటీ సీ.ఎం. ఏమాత్రం  స్పందించలేదని మీడియా కోడై కూయడం ఈ మొత్తం వ్యవహారానికి కొసమెరుపు. కాగా, నాయకుల నడుమ సఖ్యత, సమన్వయం  సాధించడం కోసం పీసీసీ అధ్యక్షుడు గాంధీ భవన్లో సమావేశం ఏర్పాటు చేసి వందమంది నాయకులను ఆహ్వానిస్తే దాదాపు మూడోవంతు మంది గైరు హాజరు. పదిహేనుమంది  మంత్రులు మొహం చాటేశారని సమాచారం. ఇక పార్టీకిచెందిన అనేకమంది పార్లమెంటు సభ్యుల జాడలేదు. ఉప ముఖ్యమంత్రి  కూడా బలవంతపెట్టగా వచ్చివెళ్లినట్టు భోగట్టా.

పార్టీలో ఏం జరుగుతున్నదో ఎవరికీ తెలియదు, కానీ ఏదో జరిగిపోతున్నట్టు వార్తలు. వూహాగానాల్ని ఖండించే  నాధుడు వుండకపోగా  పైగా వాటిని ప్రోత్సహించే సంప్రదాయం. జనం నోళ్ళల్లో సదా నలగడానికి, ఇతర విషయాలను ప్రజల దృష్టి నుంచి మళ్ళించడానికి  ఆ పార్టీ ఎంచుకున్న వ్యూహమేమో  తెలియదు.  

సాధారణంగా ఎన్నికల వేళ దగ్గరపడుతుంటే పాలకపక్షాలు కొన్ని ప్రజారంజక నిర్ణయాలు ఇష్టం వున్నా లేకపోయినా, భరించగలిగే స్తోమత వున్నాలేకపోయినా తీసుకోవడం కద్దు. కానీ, అదేమీ చిత్రమో రాష్ట్రంలో పరిస్తితి ఇందుకు పూర్తిగా విరుద్ధం. గ్యాస్ సిలిండర్ల సంగతే ఇందుకు చక్కని దృష్ట్యాంతం. సరఫరా చేసే సబ్సిడీ సిలిండర్ల సంఖ్యను కుదిస్తూ నిర్ణయం తీసుకున్నది కేంద్రంలో కాంగ్రెస్ నాయకత్వంలోని యూపీయే ప్రభుత్వం. ప్రజలనుంచి ఎదురయ్యే నిరసన గురించి అంచనా వేసుకున్న దరిమిలా  కాంగ్రెస్ పాలిత రాష్ట్రాల్లో మరో మూడు సిలిండర్లు అదనంగా  సబ్సిడీ ధరపై  ఇవ్వాలని ఆదేశించారు.  ఈ అవకాశాన్ని రాష్ట్రంలో అధికారంలో వున్న కాంగ్రెస్ ప్రభుత్వం యెగిరి గంతేసి అందిపుచ్చుకోవాలి. కానీ, కిరణ్ సర్కార్ ససేమిరా అంది. దీపం పధకం లబ్దిదారులవరకే ఆ రాయితీని పరిమితంచేసి మిగిలిన వారికి మొండి చేయి చూపింది. దీనిపై సీనియర్ కాంగ్రెస్ నాయకుడు వీ. హనుమంతరావు మండిపడ్డారు. ఏకంగా ముఖ్యమంత్రినే నిలదీసినట్టు వార్తలు. కానీ చివరికి ఏమయింది. సాధ్యం కాని పని అని ముఖ్యమంత్రి ఖరాఖండిగా చెప్పినట్టు ఆ వార్తలకు ముక్తాయింపు. పెట్రో ధరలు, ఫీజు రీయింబర్స్ మెంటు, రేషన్ కార్డుల కుదింపు ఇలా ఏది తీసుకున్నా కిరణ్ సర్కారు వైఖరి  వోటర్లను  ఆకట్టుకునేదిగా లేదు. ఒకరకంగా ఇది అభిలషణీయం.  ఎన్నికలను, వోటు బ్యాంకులను లెక్కచేయకుండా మొత్తం రాష్ట్ర ప్రగతిని దృష్టిలో వుంచుకుని నిర్ణయాలను తీసుకోవడం ఆహ్వానించదగ్గ విషయం. గాడితప్పిన రాష్ట్ర ఆర్ధిక పరిస్తితిని చక్కదిద్దడానికి ఇలా వ్యవహరిస్తే తప్పుపట్టాల్సింది ఏమీ వుండదు. కానీ, నిజంగా ఇంతటి సదుద్దేశ్యంతో రాష్ట్ర కాంగ్రెస్ నాయకత్వం వ్యవహరిస్తున్నది అని అనుకోవడం అంత నమ్మదగినదిగా లేదు.

రాజకీయాల్లో రెండు తరహాల వాళ్లు వుంటారు. ఈ రకమయిన తెగింపు నిర్ణయాలను వారు  మాత్రమే తీసుకోగలుగుతారు. ఒకరు రాజకీయవేత్తలు. వీరికి రేపటితో నిమిత్తం లేదు. తిమ్మిని బమ్మిచేసయినా సరే, ఆచరణ  సాధ్యం కాని వాగ్దానాలతో ప్రజలను మభ్యపెట్టయినా సరే ఏదోఒక విధంగా  అధికార పీఠాన్ని దక్కించుకోవాలని చూసేవారు. అయితే, ఇక ఏం చేసినా ప్రజలు నమ్మి తమకు అధికారం అప్పగించడం కల్ల అని నిర్ధారణకు వచ్చినప్పుడు  ఈ రకమయిన ‘గట్టి’ నిర్ణయాలు తీసుకోవాడానికి కూడా  సంకోచించరు. రెండో వారు రాజనీతిజ్ఞులు.  తక్షణ రాజకీయ ప్రయోజనాలను పక్కన బెట్టి, భవిష్యత్తు గురించి, భావితరాలను గురించి ఆలోచించే దూరదృష్టి కలిగినవారు.   కానీ ప్రస్తుతం ఈ రకం  రాజకీయ నాయకులు ‘అంతరించిపోతున్న జాతుల’ జాబితాలో వున్నారు.

కాకపొతే రాష్ట్ర కాంగ్రెస్ నాయకత్వాన్ని బలంగా బలపరుస్తున్న కొందరు చెప్పేది వేరేగా వుంది. వీరు కాలాన్ని, కాలం తెచ్చే  మార్పుల్ని నమ్ముకుని రోజుల్ని ఏమారుస్తున్నవారు. గత్యంతరం లేని పరిస్థితుల్లో మధ్యంతరం వచ్చిపడితే తప్ప అసెంబ్లీ ఎన్నికలకు ఇంకా నిండా ఏన్నర్ధం పైచిలుకు వ్యవధానం వుంది. పాదయాత్రల పేరుతొ జనాలకు వెడుతున్న రెండు ప్రతిపక్షాల నాయకులు ప్రభుత్వ వైఫల్యాలను ఎండగట్టే కంటే, ఒకరినొకరు దుమ్మెత్తి పోసుకోవడానికే ప్రాధాన్యతను ఇస్తూ వుండడం పాలక పక్షానికి వూరట కలిస్తోంది. ఈ నేపధ్యంలో   ప్రతిపక్షాల వోట్లు చీలక తప్పవన్న భరోసా కాంగ్రెస్ వారిది.  కోర్టులు, కేసులతో  జగన్  పార్టీని  బలహీనపరచగలిగితే, ఇప్పటికే ప్రాంతీయ ఉద్యమవేడితో ఒక ప్రాంతంలో బలహీనపడివున్న మరో  ప్రధాన ప్రతిపక్షం తెలుగుదేశాన్ని మరింత బలహీన పరచడం ‘చేతి’లో పని. అధికారం చేతిలో వుంది. అధికారులు కనుసన్నల్లో వుంటారు. పార్టీ శ్రేణులను కట్టడి చేయడానికీ, వోటర్లను ఎంతో కొంత ఆకట్టుకోవడానికీ పనికొచ్చే ఈ రెండు ‘ఆయుధాలు’ తమ చేతిలోనే వున్నాయి. సమస్య పరిష్కారాన్ని కాలానికే వొదిలేసి నానబెట్టడం ద్వారా ‘ప్రాంతీయ సమస్య’ను ఓ మేరకు అదుపుచేయగలిగామని నమ్మే నాయకులకు కాంగ్రెస్ లో కొదవ లేదు. బహుశా ఇలాటి ధీమాతోనే కాంగ్రెస్ తన సమస్యలను అన్నింటినీ ‘కాలానికే’ వొదిలేసి నిశ్చింతగా కాలక్షేపం చేస్తోందని అనుకోవాలి. Will Cong, TDP dare take action against rebels?-Bhandaru SrinivasRao (I.I.S.)

Growing indiscipline within the ruling Congress and Telugu Desam indicates what is in store for state politics in coming days. Though show cause notices were slapped on all those erring Congress as well Telugu Desam members by the deputy speaker Nadendla Manohar, on receiving complaints from these two respective parties, the final decision of their ‘disqualification’ likely to take some more time.
This was in the wake of fluid political situation. The ruling Congress and Telugu Desam may not pressurize the deputy speaker to take action, instead may request him to put on hold for some more time. Reason; scared of a split within their parties. As if this was not enough, the Telugu Desam faces new challenge from one of its most powerful member from Telangana, Dr Nagam Janardhan Reddy. He openly raised the banner of revolt against the party leadership and successfully organized a rally in support of state bifurcation. His meeting, which was held at Nagarkurnool in Mahabubnagar district, was also attended by six of his colleagues in the party. This send ripples down the spines of the party leadership and worried how to grapple with the situation. Already, the party had lost another equally powerful leader from Nizamabad, Pocharam Srinivas Reddy, who crossed over to the separatist Telanagana Rashtra Samiti led by K Chandrasekhara Rao.

On the other hand, the ruling Congress rocked by two major threats – T-factor and Jagan. With the conclusion of Kadapa battle, now the focus bound to be shifted towards state bifurcation and the TRS threatened to intensify the agitation from May 15. The MPs and MLAs from the region belonging to both the Congress and TDP are under tremendous pressure to take a decision either way. Or else, they bound to face hostility in their own constituencies and thus their public life may become risky. Undoubtedly, they were caught between the ‘devil and deep’ kind situation, and any decision either way ‘set’ or ‘upset’ their political futures.

In that backdrop, the ruling Congress is in more vulnerable position, more so after the merger of Chiranjeevi’s Praja Rajyam Party. The yesteryear ‘mega star’ declared himself as the ‘integrationist’ and faced the wrath of people of T-region. Even his lone legislator from the region had resigned protesting against his party chief decision, no sooner he announced. Ironically, after the demise of Y S Rajasekhara Reddy and later his ‘charismatic’ son Y S Jaganmohan Reddy revolting against none other the party leadership, the Congress in Andhra Pradesh pushed itself in a precarious position. With the PRP merger, though the Congress was happy to find replacement to YSR in the form of ‘Chiru” as its icon, the T-factor likely to dash of their future hopes in the state.

Incidentally, unlike his cine predecessor NTR, Chiru proved himself a disaster. If his Tollywood senior N T Ramarao could form Telugu Desam party in 1982 and sweep polls that followed within nine months, Chiru failed to win even from his native Palakollu in West Godavari district, and his newly born Praja Rajyam could win just 18 seats.

Majority of the Congressmen are of the opinion that neither Chiru can become their party ‘icon’ nor help anyway to polarize his own Kapu community members in the state. Thus far, the ‘future’ for Congress looks more ‘dim’ than ‘bright.’

Not much change even in case of Telugu Desam. The party’s base eroded in all three regions of the state due to its leadership’s lop-sided policies. Had TDP not aligned with TRS and fought 2009 polls independently, today the situation would have been different. It could have been riding high in the rest of the state. Having created hope for T-creation in 2009 elections, some of its members from the region taken advantage of that and now trying to pounce on the leadership.

Hence, the Congress and TDP may choose to go slow on taking any stringent action against those who openly align with T-protogonists or Jagan and try to buy time, hoping against hopes to enhance their party’s life span, at least closer to the next round of Battle Royal in 2014. Can they? Or Can’t they? Only time will tell! (10-052011)

The ongoing war-of-nerves among ruling Congress party members, indeed sending a wrong signal to people, that too on the eve of byelections to 12 assembly constituencies, which necessitated due to the resignation of 10 TRS and one each of TDP and BJP members protesting against the Centre’s refusal to carve out separate Telangana and instead constitute Justice BN Srikrishna Committee.

Today, people are perplexed with the behavior of the ruling Congress members, that too the so called seniors from the region, who are more vocal in digging their own party colleagues graves. Was it a clever strategy of anti-YSR group nail their pro-YSR counterparts? Or such ‘pressure’ tactics only meant to prevail upon the party high command not to consider accommodating the former CM’s scion and Kadapa MP Y S Jaganmohan Reddy with a plum post in future? (This is in the wake of rumors making rounds that he may as well be allowed to succeed D Srinivas as Pradesh Congress Committee chief, as the former's term is coming to an end next month)

Should one consider it as their ‘strategy’ to ‘finish’ pro-YSR group within the party? Or a show down with the party high command?

Whatever may be their ‘hidden’ agenda, it is not going do any good to the party – now or in future. Calling their own colleague ‘corrupt’ doesn’t augment anyway for their own ‘vote bank’ to sail with them in the coming polls. And, if the party high command, for some reason or the other, bow down to these pressure tactics, and direct Rosaiah to ‘drop’ allegedly corrupt Ponnala from the Cabinet, it proves more disastrous to the party and government.

Doesn’t the so called seniors of the region aware of these facts? How come they choose to don the role of “Bhasmasura” to wipe their own party from the state? Can they dare imagine of the party winning any future elections, leave alone bouncing back to power yet again in 2014?



What one fails to understand how come these seniors dare not raise their voice while YSR was alive and kicking? Weren’t they scared of his unassailable stature and his ‘hold’ with the party high command? Do they choose now as they find ‘chicken heart-type’ qualities in their own Chief Minister K Rosaiah as he has no control over them?

As far Rosaiah is concerned, he is proving beyond doubt of adopting ‘Chanakya’ neethi. Time and again he is reiterating that he is sitting in CM's gaddi at the behest of party high command. He admits that the ‘seat’ is too 'hot' and willing to vacate, if the party high command so directs. Thus far, Rosaiah ‘cleverly’ keeps his hands off on ongoing war-of-nerves among his own party colleagues. Not that he is ‘blind’ to the fact that such malicious campaign against his own Cabinet colleague only weaken his government, than serve any better. Yet, by leaving the decision on ‘disciplining members’ to the party high command, he establishes his ‘neutral stand’ amongst warring groups.

It is up to the party high command to decide whether such ‘neutral’ stand of Rosaiah will do any good to the party or not.
But for an average onlooker the ongoing ‘power struggle’ within the ruling clique reminds them of pre-1983 political scenario in the state. The ‘power struggle’ within the Congress appears to be making its main Opponent Telugu Desam party job much easier to win over the people. The Congress party could win 2004 and 2009 elections simply because of the ‘unity’ it displayed under the strong leadership of YSR. That YSR initiated welfare schemes to poor and needy might have further cemented the ‘faith’ of electorate in that party.

The TDP, which spearheaded the ‘corruption’ issue, especially attacking the envious ‘Jalayagnam’ project from the day it was unveiled, in fact failed to convince the electorate. Their ‘appeasing tactics’ of ‘direct money transfer’ scheme into beneficiaries accounts, if their party brought back to power, also failed to convince the electorate in 2009 elections.

But, if the ruling party members themselves admit that there are more skeletons in their cupboard and are willing to pull one after the other, then the electorate does't require any more proofs.

Now it’s up to the ruling party and its high command to take immediate ‘damage control’ measures to prevent further erosion of the party’s image in the eyes of Andhrites. It they do, and then the fears of pre-1983 may as well come true! (16-06-2010)

In a democratic society, any citizen can take part in any election any where.  That’s the right enshrined in our constitution.  Then, how come the separatist Telangana Rashtra Samiti and other students’ organizations like the Osmania University JAC and Kakatiya University JAC dare held out threats against those aspiring candidates who wanted to contest the bypolls which necessitated due to the resignation of 12 legislators protesting against the Centre’s decision to constitute Justice BN Srikrishna panel?

Such a demand is not only undemocratic and unlawful act and the government should not hesitate to book cases against those who indulge in holding out such threats. Instead, those who are demanding for bifurcation of the state can campaign in a peaceful manner to convince the electorate of the region to vote for those who toe the separate statehood line.  None can object to such a move. Yet, their campaign should not be provocative and attract legal action as such undemocratic moves only result in disturbing the peace in society.

With the announcement of the possible elections before August by none other than one of the Election Commissioners, the ruling Congress and its main rival, Telugu Desam Party, have already begun the process for candidates hunt.  Scores of aspiring candidates already forming queues before these two major party headquarters and engaged in hectic lobbying for ticket!  Contrary to this, the TRS and those who are fighting for separate statehood are only trying to scare the contestants.  They wanted all those who resigned en masse (10 of TRS and one each of TDP and BJP) on a directive from the T-JAC Chief Prof Kodandaram, only they should return to state Assembly uncontested.  Can such a demand be allowed in a democratic society like ours?

Prof Kodandaram is a respected teacher.  I feel, he is well versed with country’s democratic functioning and also of the contents of the Constitution.  He should discourage those militant elements who wanted to make such undemocratic demand and wants to pursue it further.  Otherwise, one bound to suspect that the TRS has no faith in Indian democracy and may attract the treatment that being meted out to other unlawful organizations and political parties.  Violence has no place in the society.  Every peace loving citizen should adhere to this.  As a citizen of this great nation, one enjoys the freedom to travel, live, breathe and enjoy life in which ever part of the country he chooses to.  None has the right to restrict movements of an individual based on regional chauvinism. 

What the TRS and those organizations which really wanted to accomplish their dream of separate statehood for Telangana should seriously concentrate and ensure return of all those who resigned for the cause in the forthcoming by-polls.  As far as the regional ‘sentiment’ is concerned, one has little faith in that argument.  This was based on the past experiences of TRS in elections.  Doubting Thomases  on Telangana ask; “if the sentiment is so strong, then why electorate are not supporting TRS at hustings?.  The TRS had only seen only erosion (numerically) in all elections it contested since 2004. 

Onus is on TRS now to change this belief among its baiters. It has a point or two to prove by retaining all the 10 seats  (remaining two belong to TDP and BJP) it had won in 2009.  It should put all its energies to impress upon the electorate in these constituencies to strengthen their hands to take the fight for separate statehood to its logical conclusion. If it retains all the 10 seats and also ensures victory for TDP and BJP candidates who also resigned along with other TRS MLAs and establish that the sentiment for separate statehood is strong, it shall send the right kind of message even to Srikrishna Panel make note of it and incorporate this fact while submission of its final report sometime during the year end. 

Time is ripe for polarization of electorate for the cause.  The ball is now back in TRS court and how it handles and sees all its nominees retain their seats is the look out of its most vocal leader K Chandrasekhara Rao.

 It’s his responsibility to best utilize this golden opportunity to disprove the argument of ‘Telangana is no more a myth, but set to become reality, sooner than later, if he ensures all electorate fall in line and help retain his nominees.”  

One only wish KCR and Prof Kodandaram control their tempers and show their maturity in understanding the democratic process and disprove their critics of what they are capable of.  Good luck to them! (( 09-06-2010 )

Will caste-conflict engulf state Cong?

Will war-of-nerves between two Congress strong-men of most politically volatile Guntur district turn into an ‘ugly’ caste-war?  This fear is engulfing slowly, but steadily the state Congress party, ever since senior Congress leader and party MP Rayapati Sambasiva Rao lambasted his bete noir and member of Rosaiah’s Cabinet Kanna Lakshminarayana.

Last week.Rao indeed stirs a hornet’s nest by leveling serious ‘corruption’ charges against his bete noir.  He even described him to ‘Madhu Koda” whom today nicknamed to ‘corrupt politicians’.  While Rao’s anguish is understandable as it come out of frustration for not getting due recognition to his contributions to the party, yet the timing clearly sounds , dangerous to the party.

Not that the Rao-Kanna clash is new in Congress party.  They remained arch rivals in their bid to claim one up-man ship in the district politics.  They clashed even while staking claim for Mayoral post of Guntur Municipal Corporation and ultimately settled for sharing power.  But, the frustration that crept into Rao as he is not being considered either for a Cabinet berth in Union Cabinet, or any other plus post offered to him, though he had got elected for the fifth time.  To his dismay, Kanna, who joined the party much later and enjoyed all the powers in state politics, is what perhaps annoyed Rao.  Apart from Kanna, yet another late comer to the party like Purandheswari too getting due recognition as she happens to be the daughter of founder-president of Telugu Desam Party, late N.T.Rama Rao, indeed apparently added to Rao’s frustration.

Ironically, Rao, a known business tycoon in south coastal Andhra from ages, had got an opportunity to serve a plum post of Chairman of 20-point Economic Programme, with cabinet rank,  during Rajiv Gandhi’s tenure as Prime Minister.  Except for the brief post, he never ever been considered either in the Cabinet or given important role to play in state politics. 

Political analysts feel that it was the ‘caste’ consideration which restrained the party high command to overlook Rao. They argue that since Kanna, belongs to most powerful and influential Kapu community, had been given more importance due to political compulsions.

  As far as Purandheswari, who belongs to Rao’s “Kamma” community, obviously got berth in union ministry, simply because she happened to be daughter of TDP founder president?

Thus far, the political observers of the firm opinion that the party successfully could strike a balance by ensuring the majority “Kapu” community not being swept away by the emergence of PRP of Chiranjeevi.  Though very few of the party members belonging to that community crossed over to PRP from Congress and Telugu Desam just before the last polls like Veda Vyas (Cong),Krishna, Kottapalli Subbarayudu (TDP), West Godavari, who was also Minister in Chandrababu cabinet and K.Kala Venkatarao(TDP), Srikakulam),but  other ruling party leaders like Kanna Lakshminarayana and Ambati  Rambabu remained in the party helped party win maximum number of seats in Guntur  district, which accounts for  18 MLAs and 3 MPs.

Not that the caste conflict confines only to the Congress party.  Similar skirmishes one do witness quite often in the main Opposition Telugu Desam party.  The Kamma-Kapu differences were skin deep and also reflect in body politics. 

In that backdrop, many a political observer chose to dismiss the Rao-Kanna clash is yet another similar  short fights  and feel it will no way have its bearing on the future voting pattern. However, if the party high command failed to take not of this serious clash and take appropriate ‘damage control’ measures, many fear PRP may derive maximum benefit of this ‘caste conflict.’

Whether it will blows over or engulf the party to cause considerable damage to its vote bank in coastal Andhra, only time will tell.   - BHANDARU SRINIVASRAO    (12-05-2010)

The “Odarpu Yatra” of the Kadapa MP, Y S Jaganmohan Reddy, appears to have not only sent shivers down the spines of the main Opposition Telugu Desam party, but also the former chief minister’s baiters, who successfully stalled the young scion ‘succession’ efforts after his father and former chief minister Dr Y S Rajasekhara Reddy’s death in a chopper crash..

Realizing possible opposition within the party’s rank and file, the young scion, in a calculated move, choose to take the nod of Chief Minister K Rosaiah as well the PCC Chief D Srinivas, besides the state’s political affairs in-charge and Union Law Minister Veerappa Moily, before taking up his “Odarpu Yatra’ (Consoling those who laid down or lost lives in the form of either ‘shock’ or ‘suicide’ on hearing the tragic news of his father and former chief Minister Y S Rajasekhara Reddy’s death in a chopper crash).

However, the programme had to be put off for a while due to political turmoil in the state over bifurcation issue. With dust being somewhat settled with the Centre constituting Srikrishna Committee to begin the ‘consultation’ process to accomplish ‘consensus’, Jagan too got clearance from the party higher ups to show his family’s gesture to all those died on hearing his father’s chopper crash news.

 His first-leg whirlwind four day tour of West Godavari proved to be a grand success with crowds milling at every of his meeting and all through the route he traveled. Though, he initially restrained himself not to talk politics, but the unprecedented crowds he drew made him speak about his father’s achievements. He described his late father first five-year tenure as ‘Swarna yugam’ (meaning golden era). He said his father, who strived for the uplift of poor, ensured all his schemes benefit them one way or the other. He vouched to strive for continuance of all those schemes.

The developments in the state congres during the post YSR era,made themain opposition TDP to expect intra squabbles within the Congress over the ‘succession’ issue will weaken the ruling party. The party was also quite happy for the Congress high command foisting K Rosaiah as Chief Minister, as they construed him as a ‘weak-knead’ leader.

That their calculations have gone hay-wire is evident from the fact that Rosaiah not only asserting himself and gaining control over the administration as day passes, but also the Jagan’s juggernaut receiving such tumultuous response, has become a major worrying factor.

Added to this, the Opposition TDP party is also pushed to the wall as it has to take a final call on the state’s bifurcation issue. In fact, the Telugu Deam party was born to promote unity of Telugus and protect their ‘self-respect.’ But, today, the party, like congress, is virtually divided on state’s bifurcation issue and while one section supports the ‘separate statehood for Telangana”, the other group strongly voicing for “integrated’ state.

Well, state bifurcation issue might have taken back seat for few more months as the Srikrishna Committee has begun the process, but with the by elections to 12 assembly constituencies which fell vacant due to the resignations of Telangana Rastra Samiti and Praja Rajyam, besides lone BJP member resigning, due sometime later, indeed put Naidu in a ‘fix’. If Jagan continue to get same response from the people in Telangana as he started distributing Rs 1 lakh compensation to each bereaved family, then even it may pose a serious threat to even TRS. Though the TRS has expressed its opposition to Jagan touring Telangana, can it stop its people from losing the benefit of compensation from Jagan? That’s the million dollar question only time will tell.

As far as Jagan is concerned, he got a great opportunity to travel length and breathe of the state under the ‘garb’ of ‘Odarpu Yatra’ to move closer to masses and win their hearts. Whether the slogans being rented air during his ‘yatra’ will be heard by the party high command or not, but he can boast of emerging himself as a mass leader like his father. Neither any one in Congress, nor in the Opposition could boast of such a claim. Chiranjeevi may be an exception as his yesteryear’s ‘mega star’ craze somewhat in tact.(13-04-2010)

Perhaps, I haven’t come across a shrewd politician in Andhra politics like the Chief Minister K Rosaiah. Especially, in floor management! In my three-decade long career, I can confidently say, no contentious resolution was passed with so ease.

But, in case of the resolution that has passed in a ‘jiffy’ by the state assembly on Thursday, urging the Centre to bring in necessary amendment to the Constitution to retain Hyderabad in Zone VI to benefit locals, which was struck down by the apex Supreme Court, indeed commendable.

Well, there may be some dissent voices in both the treasury and Opposition benches. But, none were dare to come to the fore in the Assembly, except for the Praja Rajyam Party members demonstrating briefly near the Speaker’s podium for some time. But, the resolution was passed in no time with a brute voice vote. His ability to hold discussions with the coastal Andhra and Rayalaseema ministers and legislators in his chamber and convincing them to vote in favor of the resolution, is also appreciable.

The resolution, which favored deletion of Clause 14-F of the AP Public Employment Order 1975, popularly known as Presidential Order, may be a minor issue to coastal Andhra and Rayalaseema people as it deals only with the recruitment of police constables in city, but had it not been moved it would have given needed fodder for the Telangana Rashtra Samiti (TRS) members to spearhead the agitation yet again. And, Rosaiah would not like to take such a risk although there is no presence of TRS members in the state Assembly as they all en masse resigned protesting against the Srikrishna panel’s terms of reference. Reason behind Rosaiah shrewd move is the pending Appropriation Bill for getting the Assembly nod.

Thus far, one may have to accept that Rosaiah is not only shrewd, but also known for his better floor management characteristics. In fact, he held and played the role of Floor leader’s job in several his predecessor’s tenure, to perfection. Rosaiah is well aware that the main Opposition Telugu Desam can ill-afford to oppose the resolution which may as well boomerang on them in the wake of worked up tensions over the bifurcation of the state issue, which is pot-boiling. His calculated move to accept the demand from Opposition from moving a resolution urging the Centre’s intervention was grabbed well by shrewd Rosaiah and also executed it so well. (19-03-2010)

"అయాం సోల్డ్" - అన్నారు ఆనాటి ముఖ్యమంత్రి రాజశేఖర రెడ్డి గారు.

ముఖ్యమంత్రి అమ్ముడుపోవడమా!అందులోను వైఎస్సార్? ఎవరికి అమ్ముడుపోయారు? ఎంతకు అమ్ముడుపోయారు?

అది డిసెంబరు నెల. 2007 వ సంవత్సరం.

అప్పటికే -108- అంబులెన్సులు రాష్ట్రాన్ని చుట్టిపెడుతున్నాయి. అత్యవసర వైద్య సేవలు అందించడంలో దేశం మొత్తంలోనే అగ్రగామి అనిపించుకుంటున్నాయి.నిజానికి ఈ సర్వీసులకు ప్రాచుర్యం కల్పించిన ఘనత రాజశేఖరరెడ్డి గారిదే. ఏ పబ్లిక్ మీటింగ్ లోనయినా సరే - 'కుయ్ ...కుయ్' మని 108 అంబులెన్సుని అనుకరిస్తూ దాని ప్రాముఖ్యాన్ని ప్రజలకు తెలియచేసేవారు.

ఆ రోజుల్లోనే - సుదూర గ్రామీణ ప్రాంతాల్లో ఆరోగ్య సేవలకు సంబంధించి మరో ప్రతిపాదన ప్రభుత్వం ముందుకు వచ్చింది.అదే ఎఫ్ డీ హెచ్ ఎస్. -'ఫిక్సెడ్ డేట్ హెల్త్ సర్వీస్' - నిర్దేశిత దిన వైద్య సేవలు. ఇందుకు పూర్వ రంగం గురించి కొంత ప్రస్తావించాల్సివుంటుంది.

ప్రభుత్వం ఏటా కోట్ల రూపాయలు వైద్య ఆరోగ్య రంగంపై ఖర్చు చేస్తోంది.ఇందులో సింహ భాగం నిర్వహణ వ్యయం కిందికే పోతోంది. గ్రామీణ ప్రాంతాలలో ప్రాధమిక ఆరోగ్య కేంద్రాలు కొంత మేరకు ప్రజల ఆరోగ్య సేవల అవసరాలను తీరుస్తున్నప్పటికీ- డాక్టర్ల కొరత అన్నది ఎప్పటికీ తీరని సమస్యగానే మిగిలిపోతున్నది. మన రాష్ట్రంలో ఎనభయి వేల గ్రామాలుంటే, కేవలం పదిహేను వందల చోట్ల మాత్రమే వైద్యులు అందుబాటులో ఉన్నారు. వైద్య కళాశాలలో పట్టా పుచ్చుకున్న ఏ ఒక్కరు కూడా పల్లెలకు వెళ్లి వైద్యం చేయడానికి సిద్దంగా లేరంటే అతిశయోక్తి కాదు. ఇక మందుల విషయం చెప్పనక్కరలేదు. ప్రాధమిక ఆరోగ్య కేంద్రాలకు దూరంగా వున్న పల్లెల్లో నివసించే వారికి ఈ అరకొర సదుపాయం కూడా అందుబాటులో లేదు. నాటు వైద్యుల దయా దాక్షిణ్యాల పయినా, వారిచ్చే నాటు మందుల పయినా ఆధారపడాల్సిన దీన స్తితి వారిది. బయట ప్రపంచంతో సంబంధాలు లేకుండా అరణ్య ప్రాంతాలలో - అంత సులువుగా చేరుకోలేని కోయ గూడాలు, లంబాడి తండాల్లో వుండే పేద వారికి రోగం రొస్టూ వస్తే ఇక ఇంతే సంగతులు. అలాటివారు సాధారణంగా షుగరు, రక్త పోటు, ఉబ్బసం, కీళ్ళ వ్యాధులతో బాధపడుతుంటారు. అసలు ఇలాటి జబ్బులు తమకు వున్నట్టు కూడా వీరికి తెలియదు. ఎందుకంటె ఎలాటి వైద్య పరీక్షలు ఎప్పుడూ చేయించుకుని ఎరుగరు కనుక. రోగం ముదిరి ఏ పక్షవాతానికో దారి తీసేదాకా 'బీపీ' వున్నట్టు కూడా తెలియదు.

ఈ నేపధ్యంలో -

అప్పటికే - ప్రభుత్వ ప్రయివేటు భాగస్వామ్యం ప్రాతిపదికన ఏర్పాటయి, పనిచేస్తున్న -104- ఉచిత వైద్య సలహా కేంద్రం నిర్వాహకులు - హె చ్ ఎం ఆర్ ఐ (హెల్త్ మానేజిమెంట్ రీసెర్చ్ ఇన్స్టిట్యూట్) వారు ఈ సమస్యపై దృష్టి సారించారు. అందుబాటులో వున్న ఆధునిక సాంకేతిక పరిజ్ఞానాన్ని వినియోగించుకుని ఒక పరిష్కారాన్ని కనుగొన్నారు. ప్రాధమిక ఆరోగ్య కేంద్రాలకు మూడు కిలోమీటర్ల ఆవల వుండే ప్రతి పల్లెకు- నెల నెలా క్రమం తప్పకుండా వెళ్లి - వూరివారికి వైద్య పరీక్షలు చేసి ఉచితంగా మందులు అందించే వాహనానికి రూపకల్పన చేశారు. 108 అంబులెన్సు ప్రమాదం అంచున ఉన్నవారి ప్రాణాలను కాపాడేందుకు ఉద్దేశించినదయితే ఈ 104 సంచార వైద్య వాహనం - పేద పల్లె ప్రజల ప్రాణాలు ప్రమాదం అంచుకు చేరకుండా చూస్తుంది.ఇంతా చేసి ఈ పధకం కింద లబ్ది పొందేవారి సంఖ్యను లెక్కలోకి తీసుకుంటే- ఒక్కొక్కరిపై పెట్టె ఖర్చు ఏడాదికి కేవలం ఎనభయి రూపాయలు మాత్రమే. అంటే వైద్య ఆరోగ్య రంగం బడ్జెట్ లో పది శాతం కన్నా తక్కువన్నమాట.

ఈ వాహనం ప్రతి నెలా ఒక నిర్దేశిత దినం నాడు క్రమం తప్పకుండా ఒక గ్రామాన్ని సందర్శిస్తుంది. ఇందులో ఒక డేటా ఎంట్రీ ఆపరేటర్, ముగ్గురు ఏ ఎన్ ఎం లు(నర్సులు), ఒక ఫార్మసిస్టు, ఒక లాబ్ టేక్నీషియన్, ఒక డ్రయివర్తో సహా మొత్తం ఏడుగురు సిబ్బంది వుంటారు. బయో మెట్రిక్ పద్దతి ద్వారా రోగుల వివరాలను కంప్యూటర్లలో నిక్షిప్తం చేస్తారు. గర్భిణీ స్త్రీలను, బాలింతలను పరీక్షించి మందులు ఇస్తారు. గర్భిణి కడుపులో పిండం పెరుగుదలను నెలనెలా గమనిస్తూ తగిన జాగ్రత్తలు సూచిస్తారు.అవసరమని భావిస్తే, ఫోన్ చేసి ఆసుపత్రిలో చేర్పిస్తారు.రక్త పోటు, షుగర్ ఉన్నవారికి నెలవారీగా చేయాల్సిన పరీక్షలు నిర్వహిస్తారు.

'దర్వాజాలో దవాఖానా' వంటి ఈ పధకానికి సంబంధించిన మొత్తం వివరాలను పవర్ పాయింట్ ప్రజంటేషన్ రూపంలో ముఖ్యమంత్రికి వివరించడానికి హెహ్ ఎం ఆర్ ఐ నిర్వాహకులు ముఖ్యమంత్రి అప్పాయింట్మెంట్ తీసుకుని ఆనాడు సచివాలయానికి వెళ్ళారు.ఇప్పటి ముఖ్యమంత్రి, ఆనాటి ఆర్ధిక మంత్రి అయిన రోశయ్య గారు కూడా పాల్గొన్న ఆ సమావేశం మొదలయి మూడు నాలుగు స్లయిడులు వేసారో లేదో- రాజశేఖరరెడ్డి గారు ఇక వినాల్సింది ఏమీ లేదన్నట్టు, హటాత్తుగా 'అయాం సోల్డ్ '(ఫర్ థిస్ ఐడియా) అనేసారు.

అంతే!

దాదాపు ఏడాదికి నూరు కోట్ల రూపాయలకు పైగా ఖర్చయ్యే ప్రాజక్టును పది నిమిషాల్లో ఖరారుచేసి, గ్రీన్ సిగ్నల్ ఇచ్చేసారు.
